The City of Hawthorne owns the water system, sets water rates through its independent public process, and retains sole authority over Proposition 218 rate-setting.
Hathorne Utility Management, LLC
HUM operates the City of Hawthorne’s water system under a long-term Operations and Services Agreement, handling day-to-day operations, maintenance, customer service, billing, emergency response, and regulatory compliance.
WaterWorkforce, Inc.
Hathorne Utility Management is an affiliate of WaterWorkforce, Inc., a Southern California water and wastewater operations company with regional utility operations experience.

How the Partnership Works
